Selling to law firms: how to find small firms and reach the partner who decides
To sell to law firms, aim at the small firm and the attorney who runs it: the US Census Bureau counts 165,491 offices of lawyers with paid employees (NAICS 541110, 2023), and about 94% have fewer than 20 employees. At that size the founding or managing attorney approves most spend. Expect firm email domains to be hard to confirm, so lean on verified addresses, the attorney's name from the firm's own site, and the phone.

How many law firms are there?
Census County Business Patterns counts 165,491 establishments under NAICS 541110, Offices of Lawyers, summing the 2023 state file (US Census Bureau). Those are locations with payroll, so a firm with three offices counts three times. The 2023 Nonemployer Statistics add about 274,000 legal-services businesses with no employees across the wider legal-services sector (NAICS 5411), such as solo practices (Census NES 2023). Who sells to law firms
- Legal marketing and intake agencies selling signed cases, ads, intake staffing and call answering. Personal injury firms come up often in agency niche lists, and one cold emailer asked whether "200K lawyer leads" were still useful (r/coldemail).
- Local SEO and review agencies selling map-search visibility and reviews.
- Web designers selling a rebuild, intake forms or chat.
- Legal software sales teams: practice management, billing, document automation, e-signature and AI drafting tools.
- Professional services: bookkeepers, IT and cybersecurity providers, insurance agents and office suppliers.
- Court reporting, process serving and expert-witness services that sell to litigators.

One search-term trap
People who search "list of law firms" are mostly not buying a list. Our keyword research found that phrase carries about 7.5 times the Google Trends interest of "dentist email list", but the results are rankings and prestige lists for job seekers and consumers, while "attorney email list" (about 3.3 times) is the phrase B2B buyers use (Google Trends, last 52 weeks, US). If you are building a list of firms to sell to, "attorney email list" and "law firm email list" match your intent; "list of law firms in Chicago" will mostly show you where to apply for a job.
What counts as a law firm
Search results for lawyers include a lot of businesses that cannot buy from you. We grade every listing before it can be sold:
- Core: law firms, attorneys and lawyers, including personal injury, family law, estate planning, criminal defense, divorce, bankruptcy, immigration, employment and trial attorneys, and legal services firms.
- Adjacent, kept and flagged: notaries public, paralegal services and mediation services.
- Left out: courthouses, law libraries, law schools, government offices, legal aid offices, public defenders and bail bond businesses.
Across what we have collected for this trade, 318 listings (4%) were graded off-trade and withheld. A public defender's office will not buy intake software, and a law library will not take a marketing call.

Why firm email is hard to confirm
The line to read twice is the catch-all share. A catch-all domain accepts mail for any address, so a mail server check cannot tell a real inbox from a typo. How common that is in this trade is the live figure above. It means a firm address can look deliverable and still bounce later, or land in a folder no one reads.
What to do about it:
- Send to verified addresses first and keep catch-all addresses in a separate, smaller batch so they cannot damage the sending domain behind your verified sends.
- Never guess addresses. Building first.last@ patterns and testing them is how lists get burned, and it is not how ours are built: every email we hold was published on the firm's own site. Our guide on how to verify a lead list explains the checks.
- Use the phone for firms with no verified address.
How to reach the deciding attorney
Find the name
Small firm sites usually have an attorney page. The founding or managing attorney is usually first. Our guide to finding owner names covers where else to look.
Write like a lawyer reads
Attorneys read for claims. Avoid anything you cannot back: no invented case counts, no promised outcomes. A short, specific note works better:
- Name the firm and the practice area it leads with on its site.
- Say one true, checkable thing: its review count, a slow-loading intake page, a missing after-hours option.
- Ask one question the attorney can answer in a line.
Call the front desk
Most firms staff the phone during business hours. Ask who handles marketing or vendor decisions, and whether the managing attorney takes calls at a set time.
Rules for the seller
This guide is about selling to law firms. It does not cover the rules on how lawyers themselves may advertise, which vary by state. The general rules for your own outreach:
- Email: CAN-SPAM "makes no exception for business-to-business email". Include a postal address, a working opt-out honoured within 10 business days, and an honest subject line (FTC).
- Phone and text: autodialed or prerecorded calls and texts to mobile numbers need prior express consent, with damages of $500 to $1,500 each (47 USC 227). A solo attorney's listed number may be a mobile.
Expect the recipient to know these rules better than you do. Our guide to whether buying an email list is legal covers the basics.
A first campaign
- Pick one practice area and one metro: personal injury firms in one city, for example.
- Pull every firm, adjacent rows out.
- Split into verified email with an attorney name, verified email only, catch-all, and phone only.
- Send to the first two groups. Hold the catch-all group until your verified sends are clean.
- Call the phone-only group.
- After 100 contacts, keep the group that answered.
