Your rating is compared with every rated business in the same trade and place in the 67Leads warehouse (public Google Maps listings, graded against the trade, with a phone number, not opted out). "Beats X%" is the share rated strictly lower than you. Your review count is compared with all of them, including businesses with no reviews. The reviews needed for the median and the top quarter are the 50th and 75th percentile review counts, rounded up, minus your count.
A city with fewer than 20 rated businesses in the trade falls back to the state, then the US, and the result says so. Nothing you type is stored, and no listing is looked up.
